How does a vote work in the case of 4 people representing one vote? If the 4 people can not come to 100% agreement, what happens? Do each get a quarter of a vote? Does the vote become invalid (maybe not the correct terminology)? 
 

Another scenario..can one voting member cast 2 votes? Or is it one voting member, one vote?

Under RONR, each individual member has one vote.

Your organization apparently has different rules (perhaps membership is alloted to the family or household). If so, your organization will have to decide who votes on behalf of that member and may wish to have rules on what they have to do to decide how that vote is cast.

Again, RONR has a basic assumption of one member = one vote. But many organizations have weighted voting and assign more than one vote to one person. A common example is a corporation where a shareholder exercises one vote for each share that they hold. Some HOAs or condominiums (strata in BC) have similar arrangements. If that is the case in your organization, look to your own governing documents and rules.

One person--one vote is a fundamental principle of parliamentary law.

If your bylaws vary from that, you might need to develop Special Rules of Order to cover all the complexities that result from that departure.

It's one member = one person = one vote, unless your bylaws provide otherwise. If your bylaws provide for multiple members "sharing" a vote, then your rules should answer questions about how that works.

As noted above, in RONR, it's one member = one person = one vote, unless your bylaws provide otherwise.
