May Non-member Presiding Officer Break Tie Vote

Per RONR, non-members may not vote.  

There are no exceptions.

And in general, tie votes simply defeat the motion, as with any other vote that fails to reach the threshold.  The right of a presiding officer to vote does not change this rule.  It can sometimes affect whether there is a tie or is not a tie, at which point the rule applies normally.
