The sub group is trying to fundraise on their own to help with their very large budget to keep fees down but are being told that bc they receive funding from the main dues, they are not able to fundraise on their own. Is there any reason you can think of that would stop the small group from holding a fundraiser, or getting a sponsor to help with their budget. There is nothing in the bylaws about fundraising. RONR has nothing against the practice. Unless somebody can find a rule or some motion that your organization adopted on the subject, I think you need to ask the person asserting this to show you the rule that applies.
