If an HOA board of Directors are discussing a rule change, do the officers, who don't get a vote join that discussion or wait for public participation?

What exactly do the bylaws say in regard to the officers in this matter? Are the officers defined as "non-voting members?" Or are they not members of the board at all?

If the officers are defined as "non-voting members," then the organization will have to interpret the bylaws to determine what rights of membership they have.

On the other hand, if the officers are not members of the board at all, then it is at the board's discretion whether to permit the officers to join in discussion or to require them to wait for this "public participation" portion.

Are you absolutory sure of this? While not impossible, it is a bit unusual for the officers to not be voting members of the board. Do your bylaws actually say that the officers are non-voting members (or maybe not members at all) of the board?

It's vanishingly rare for officers not to be members of the board.  Check your bylaws carefully.
