It requires a second; is not debatable; is amendable. In this case, the motion requires a majority vote for adoption. I am less certain that a roll call vote is the method you are wanting. Are you sure a vote by secret ballot is not what is really more appropriate? Quote

The purpose of a roll call vote is to force members to go on record. As a result, it is used in assemblies which are responsible to an interested constituency, such as in elected bodies.
