Thanks for your input. My question was poorly worded. We have been voting on expenditures at the "second meeting" for no other reason than that a member of our board indicated that Robert's Rules required as much. I could not find a reference to"

I suppose it depends on whose funds are being spent and who's doing the spending. I can spend my funds and you can spend your funds and no vote is needed.
