In an inquorate meeting, there's only a few procedural steps the assembly can take, plus action to obtain a quorum. RONR (12th ed.) 40:7 Adopting an agenda isn't one of them. There's never a need to approve the agenda of a previous meeting. If there are items from that were intended to be taken up at the inquorate meeting, including them in the next meeting's agenda would be a reasonable step, but the assembly must adopt the agenda at that meeting. For your next meeting, you adopt an agenda (if you are using an adopted agenda) and probably put on that agenda items that were on the agenda (or would have been on the agenda) for the inquorate meeting, but never reached because of lack of a quorum. There is a question whether you should be adopting an agenda at all, but that is a separate issue.
