If your "3/4 vote" is anything like RONR's "two-thirds vote", you just need three-quarters of the votes cast, not three-quarters of all the members present.

If the first vote was taken by a counted, rising vote, it would, indeed, have been in order for a member to obtain the floor and move to take the vote by ballot. As you note, this motion requires a second, is undebatable, and requires a majority vote for "
