The member should raise a point of order. The chair will rule on the point of order (presumably against it) and the member will (presumably) appeal the ruling. The assembly will decide who's "right".

there is No provision in the Constitution to vote by proxy. this is one of the changes being proposed in the vote, however our constitution is silent regarding the voting procedures for a special meeting, other than stating that the quorun requirement is "

Then, first of all, voting by proxy is not an option (until and unless you amend the constitution).

Secondly, the quorum requirement is the number of members PRESENT (whether they vote or not) so it makes no sense to say that "the quorum req"

Our annual meeting (election of new officers) happens to be held this year on our normal monthly meeting. Current Pres has announced that due to this fact we will have our regular meeting the day after the annual meeting. How is that possible when a new"
