The administration of an oath has no procedural meaning in RONR.

The appointment is done when the motion was declared adopted.

The provision on p. 298 © might apply if you can consider this an election to office."

You are correct about the vote requirements - you could have included majority with notice - but I'm not so sure the motion CAN be rescinded.

Even though no "Oath of Office" has been administered, your citizen HAS been notified of his/h"
