A motion is not made to divide the question. However a motion is made to amend the motion. Question - is it in order for the vote on the amendment to be other than ballot? Obviously, when you vote on the main motion, including the part that says "vote by ballot", the "vote by ballot" portion will not have been adopted yet.So... what you need is the incidental motion "Vote by ballot" to be adopted first before voting (by ballot, presumably) on the main multiple issue motion.
