The chair could assume the motion.But, a motion to approve the application at the first meeting would be out of order since the bylaw says it is to be voted on at the next meeting. Looking at that statement by itself (certainly not the best way to interpret bylaws, but what the heck), I'd say a Point of Order could be raised if the chair didn't put the question to a vote, even in the face of (a) the assembly ordering him not to, or (b)lack of a motion. I'd even say a motion to adjourn would be out of order before such a vote had been taken, as the bylaws call for a vote, thereby creating an order of the day that the bylaws prevent skipping.
