No, except for a very narrow case where the rule in question is "clearly identifiable as being in the nature of a rule of order."

So, that gives you about 2% leeway. - Stuff like : the order of business; the priority of business; what motions are in order or not in order.

You can suspend those rules.

If you have any plans to suspend:

• the power to vote

• qualifications for office

. . . then the answer is a hard and fast, "No."

Further, the penalty for doing so is severe. The motions passed will likely be null and void.
