I have a situation where minutes were altered before the meeting to include explanation of a certain topic. So the minutes can indicate that a report was presented but they should not include the report itself, nor any discussion about the report.Certainly minutes can not be altered before a meeting (unless you mean before the meeting at which they were approved). To be a stickler, no commentary, no opinion, is to be included in one's minutes.So if this text is pure expository, then it has no place being in the minutes, short of an adopted motion saying otherwise.
