How do you know the VP cannot vote?It is a popular misconception that the phrase "ex offcio" implies "cannot vote."But this is FALSE. There is nothing in Robert's Rules of Order which asserts such a relationship.Thus my concern. - Do you have a customized rule which takes away the right to vote for your VP? If he's a member he can vote. (RONR, 10th ed., pg. 3, lines 8-12) If he's not, he can't. Whether it's a tie is irrelevant. There is no need for a "deciding vote."
