When does a by-law change become official

It became official and binding when the affirmative vote was announced by the chairman.

Although it's possible the motion to amend the bylaw may contain a proviso that it becomes effective at a later time (at adjournment of the meeting, for example), or while the amendment is pending an incidental motion can be adopted that such delayed effectiveness occur.
