Can a parliamentarian set rules of decorum during meetings? (ie cell phone usage or laptops)?Can a parliamentarian interrupt at any time if they disapprove of how some procedure is being handled by the presiding officer? The chair does, and these rulings are subject to appeal. Can a parliamentarian set rules of decorum during meetings? (ie cell phone usage or laptops)?No.Can a parliamentarian interrupt at any time if they disapprove of how some procedure is being handled by the presiding officer?No. It is the duty of the parliamentarian - as inconspicuously as possible - to call the attention of the chair to any error in the proceedings that may do harm. See RONR(10th ed.), p. 449-450 for duties of the parliamentarian. The parliamentarian should be limited to giving advise to the chair and, upon request, other members.
