Must there be a provision in the bylaws that the general membership must be notified of the holding of all Board meetings and the agenda?

An organization can put pretty much whatever it wants into its bylaws, and the bylaws supersede whatever it says in RONR. Having said that, RONR does contain many suggestions about what SHOULD be in a basic set of bylaws, and the provision you describe is not on that list of suggestions. As J.J. pointed out, such a provision certainly could be included.

If you are asking whether RONR itself contains such a provision (in case the bylaws are silent about notification of the general membership w.r.to board meetings), then, no, it doesn't.
