Amending Bylaws

Can you go into a annual Meeting (when bylaws are amended/officers are elected)and ask them to amend their bylaws by adding a new postion to the excutive board(w/o prior notification), and then ask to vote someone into that postion? Our bylaws state suggestions to the nominating committee can be taken throughout the year until 30 days prior to the annual meeting. Since this is a new postion that we are trying to create - does that rule or any Roberts Rules state that it cannot be done? Please help !

Nothing in RONR prevents an organization from amending its bylaws to create a new office and electing someone to that office at the same meeting.

As to the issue of notice, what do your bylaws say? If they require notice before amending the bylaws, then you cannot do it without notice. So what do the bylaws say?
