Further, RONR's description of 'rescind and expunge' (p. 299) makes it clear that the expunged material does not totally disappear from the minutes -- instead, it is marked by the secretary drawing a 'single line' through or around the offending passage, and adding a note that the passage is 'rescinded and ordered expunged.'The 'public records' and 'state institution' parts of the question imply that other rules might be involved -- if bylaws or statute actually have something to say on your question, those rules would supersede the rules in the parliamentary authority (RONR).
