Our HOA has used Proxie ballots during our annual stockholders meeting for members who can not attend the meeting, a proposal has been made to ammend the by-laws and use absentee ballots instead of proxie ballots,by doing this stockholders would not have the operturnity to have a motion explained to them before a vote is called. is this a good idea.

No.

RONR does not think so - RONR says that voting by ANY absentee method is a violation of a fundamental principle of parliamentary law.

Q. How many fundamental principles of anything can you violate, and still think it's a good idea? :(

If the intent is to combine absentee ballots with votes at a meeting, which seems to be the case, this is a terrible idea. (RONR, 10th ed., pg. 409, lines 4-15)
