The purpose of this is the following- a policy will be brought forth as a motion from a committee chair. The motion is to approve a policy that is incomplete and needs additional work. So no, it does not sound like Lay on the Table is the appropriate motion to use in this situation.What exactly are you trying to accomplish? You note that the motion "needs additional work."
