We had a meeting on a matter and it was approved by a unanimous vote of the congregation. It was thought to be a minor subject, a church softball team. Can the Chairman of the Deacon Bd. decide to not follow or enforce the decisions of the congregation? The Pastor followed along with the decision of the congregation. RONR does not give a chairman such authority -- the chair is primarily a facilitator, not a dictator. The default situation is that the assembly has power and makes decisions.
