Unless the new president also resigns, the only election to be had is for the now vacant office of vice-president. If there are none then your VP automatically became President already (RONR p442) so her only alternative to serving is to resign that office herself. Then you can elect both President and VP.And unless your bylaws contain term limits your ex-president is as eligible as any other member, though if you are speaking of the ex-president who started this the members might question her suitability for the office.
