Two Questions

1) If a special meeting is called for the purpose of changing minutes from a previous meeting does it require a 2/3 vote or just a majority?

2) If a motion comes from a committee does it require a second on the floor?

1) Special meetings are for dealing with items that require urgent attention and that can't wait until the next regular meeting. So is this change that important? Generally, special meetings don't approve minutes of previous meetings, but since you're going for Amending Something Previously Adopted, that requires a 2/3 vote, majority with notice, or majority of the entire membership.

2) If the committee has two or more members, no.
