We may have a situation where 1 voting member may be absent.

No problem, as long as a quorum is present.

Does the vote of the President carry more weight in a 2-2 situation?

Nope, the president has one (ordinary) vote, just like every other member.

What happens in a 2-2 tie, will the issue move to second and final?

A tie vote defeats a motion. There is no "move to second and final" in RONR.

To transact business, a quorum must be present. Check your bylaws for the definition of a quorum. (If all members but one are present, you quite likely have the required number unless you have some unusual bylaws).

The president has no more vote than any other member, unless the bylaws say otherwise.

If the vote is two in the affirmative, two votes against, the motion is simply lost as it did not get a majority (more than half).
