I've seen such a trend at some organizations, but IMO, these organizations would be better off if they assigned the approval of the minutes to a committee. Note that on p457, it's recommended that organizations appoint a committee to review and approve its minutes if their next meeting will not occur within a quarterly interval but it does not preclude others from doing so if that seems best for the group. For example, some organizations owuld like to have the approved minutes posted or otherwise distributed.
