In your case, you'll first have to check your governing documents to see if that is even possible in a homoeowners association and what procedures apply there since they take precedence. (RONR, 10th ed., pg. 627, line 34 - pg. 628, line 4) Whether a formal trial must be held is determined by whether the offense takes place during a meeting, not the type of punishment.
