A two-thirds vote will do the trick. Of course if the approved action has already been completed (e.g. the clubhouse has already been painted), it's too late. It requires a second, is debatable and amendable, and requires a majority vote if previous notice has been given; otherwise, it requires a two-thirds vote or a vote of the majority of the entire membership.
