Speaking out of order

Greeings; I'm new here. I'm sure this question has been asked before:

What action should the board or chair take when a board member continues to speak out of order?

case in point: chair adjourns meeting for five minutes because another board member would not stop talking out of turn.

this certainly gave a lot of power to those who are out of order.

solution? procedure?

Take a look at what is said on this subject in RONR, 10th ed., pages 626-628. It's a bit much to type in here. smile.gif

I think a five-minute break would more properly be considered a recess rather than an adjournment.

In any case, while you're waiting for your copy of the book, know that an unruly member could be expelled from the meeting, following the due process outlined in the pages cited by Mr. Honemannn. Though the mere threat of expulsion might induce him to behave.

A. According to Robert's Rules of Order Newly Revised (RONR 10th ed.), the chair calls the offending member to order.

If the chair fails to do this promptly, then another member rises to a point of order, and demands (to the chair) that the chair call the member to order."

That's The Book.

Case in point: Chair adjourns meeting for five minutes because another board member would not stop talking out of turn.

That is poor technique of a chairman.

• You don't "adjourn" for five minutes.

• You don't stop the whole meeting because of one childish, impatient member.
