Of course, if he is not a member of the society, he cannot vote in a meeting of the general membership. (RONR, 10th ed., pg. 3, lines 8-12) If this is a topic that already came up in a board meeting, he is not required to support the position of the board or vote the same way he voted in the board meeting.
