ggarland Posted August 3, 2010 at 08:17 PM Report Share Posted August 3, 2010 at 08:17 PM When a motion is being presented, the chair will recognize a member who will make a move. Should the chair then restate the move and ask for a second, or is it allowable for a second to be offered before the chair asks for one? If a member speaks up with a second before the chair calls for one, is the member making the second out-of-order?

Mr. J! Posted August 3, 2010 at 08:23 PM Report Share Posted August 3, 2010 at 08:23 PM When a motion is being presented, the chair will recognize a member who will make a move. Should the chair then restate the move and ask for a second, or is it allowable for a second to be offered before the chair asks for one? If a member speaks up with a second before the chair calls for one, is the member making the second out-of-order?Is this what happened?(1) A member, after being recognized, said "I move...." (2) Another member, without being recognized, called out "Second." (3) The chair stated the motion. If so, that's completely by-the-book.
