Can President also serve as Treasurer during Treasurer's leave?

Thank you to anyone who can help with this question.

Can the President of an organization (PTA) also serve as Treasurer, including writing checks etc., at the same time? Isn't this a conflict of interest? Our President basically stepped in and started writing checks on behalf of the Treasurer who has taken an extended vacation on the pretense that she wants the financials set for the beginning of the school year (again, we're a PTA). She did this without consulting the rest of the board, and checks have already been mailed also without board approval. Our bylaws state that every expense needs board approval, but it doesn't specify that the President can't also serve as the Treasurer.

Nothing in RONR prevents the president from also being the treasurer. But there's no "serving as" or "acting as" the treasurer. Especially when you've already got one (even if he's on the beach).

Yes.

The appointing power, whoever it may be, is free to appoint a person who already holds another position, short of a rule saying otherwise.

By the way, the "appointing power" is not the president, except if you have a bylaw or other rule saying otherwise.

No.

RONR has criteria for such things. For a P to be the Tr. is not a good fit for RONR's criteria.

Fine.

• Sometimes bylaws have rules which imply "No person may hold more than one office."

• Sometimes bylaws have no such restriction.

In RONR, there is no such limitation. - A person may hold countless offices simultaneously.
