If a member of a small board makes a motion, the motion is not seconded, and there is no discussion or vote of the motion at that meeting: may the same member make the same motion at a subsequent meeting of the board?

Yes.

Though in small boards, where not more than about a dozen members are present, seconds are not required.

So, somebody made a motion and...... it was completely ignored? No debate, no vote? What happened there?
