Yes.

Though in small boards, where not more than about a dozen members are present, seconds are not required.

If they thought a second was required and there wasn't one, it seems reasonable that there'd be no debate and no vote.

If a second were required and the motion did not come before the assembly for lack of one, it could be made again later even in the same meeting if another member is willing to second it.
