Under RONR, a person is admitted to membership by following the procedures in the bylaws. His/her membership continues until death, resignation, or some other event prescribed under the bylaws. (Non-payment of dues is commonly one such event, although as noted the bylaws must say so.)I'm guessing in this case the board is declining to accept the member's dues upon renewal time.
