Can the Chairman of a board make a motion to have an unruly member permenantly relieved of duty on the board?

Nothing in RONR would give the chair (or the board, for that matter) the authority to relieve another board member of duty; thus, such a motion would be out of order. If your bylaws give the board the authority to remove one of its own members, follow your bylaws.

There are also disciplinary procedures outlined in RONR, but it's not nearly as simple as the method you propose.

We have a member who is slanderous and libels other members, who does not follw motions voted upon by the board, who resorts to irrational screaming tirades at each member. There is nothing in the bylaws that addresses this situationj. This has never been a problem before. This person is preventing other members of the Board to do anything. She is constantly in a tirade.

Note that it is considerably easier to get a disruptive member ejected from a meeting than it is to get her removed from the board, and easier (though not easy) to get her removed from the board than to have her expelled from the association. Perhaps, if she's repeatedly ejected from meetings, she'll take the hint.
