Does he have to be recognized by the president? Is it something that has to be placed on the agenda? Or can he just wait for open discussion? And unless the By-laws or applicable statute states otherwise, he/she does not even have the right to be at the meeting. Only Board members have ANY rights at a Board meeting. Or can he just wait for open discussion?Since a non-board member who attends a board meeting is not allowed to interrupt, then you are left with few options.You can:1. ask your questions before or after the meeting, not during the meeting.2. request your favorite board member (e.g., the chair?) to make a motion to allow you speaking time.To repeat, from gavel to gavel, you cannot interrupt a meeting. - Only a member of the body which is meeting may speak and make motions.
