Member conduct in meetings

We are encountering members who are bringing electronic devices into meetings; answering cell phones and working on laptops. This interrupts business but people are refusing to alter behavior unless procedure dictates it. What rules of conduct are established through Robert's Rules that apply to this?

...and if the general rules in RONR are not sufficient for your organization, you are free to adopt more specific rules.

Many organizations are adopting an ordinary standing rule prohibiting the activation of cell phones, pagers, laptops, etc., on the floor during a meeting, except for what is needed by the secretary for the performance of his duties. A motion to adopt such a rule is a main motion. It requires a second; it is debatable and amendable; and, it requires a majority vote for adoption. A majority vote is sufficient to suspend such a rule if the need arises in a particular circumstance. See RONR (10th ed.), pp. 18, 256, 257.
