filling a vacancy

Our by-laws state that a vacancy on the board should be filled by the board members. However, a few of our general membership feel that the vacancy should be filled from the slate of candidates from the last election who were not successful in the election, but who received the next highest number of votes. Can you help me with this question?

Yes, follow your bylaws. They govern the issue (p. 14).

There may be a good reason why those unsuccessful candidates were unsuccessful.

Then they should work to amend the bylaws.

That said, there's nothing to prevent the board from appointing the person(s) who lost the last election.
