If question is called with less than three people on the speakers list, can one or more speakers then request to be added to the speakers list, to force a vote on calling question?

Under RONR, when the motion for the Previous Question is made, this interrupts the pending business and no one may seek recognition to speak in debate. Unless a member promptly rises for a purpose which is in order at that time, such as to make an even higher-ranking motion, the chair immediately puts to a vote all questions under the order of the Previous Question in sequence. The unusual wording of your question suggests that your assembly may have customized rules on this topic. If that is the case, it is up to your assembly to interpret its own rules.

There is no such thing as a "speakers list" in the 700+ pages of RONR Tenth Edition.

I suppose the closest thing is on page 188, where example #d accomplishes something like a speakers list (i.e., a set of speakers for the affirmative and negative sides).

No.

The act of adding speakers is not relevant to that end.

There is no procedure to "force" a vote on "calling the question" (or, better put: there is no procedure to force a vote on the Previous Question), as the motion itself, "Previous Question," is not amendable and not debatable, and must be voted upon immediately, anyway. There is nothing to force; a vote is just about all you can do, once properly moved

(Exception: Make a higher ranked motion; that is one thing you can do, other than vote.)
