I knew that i just needed to be reassured, this person has been on the bylaw committee for ten years it is just now he doesnt want him on there because they have different ideas about some of the bylaws, to change a bylaw do you have to notify the membership? there is nothing in our bylaws that says you do or dont have to. Right now the chair just reads the bylaw as it is now and then reads the proposed change with no comments or disscussin allowed at that meeting then at the next membership meeting he reads it again and then entertains comments and disscussin and then a vote? If the bylaws contain no provision for their amendment, they can be amended at any business meeting by a two-thirds vote, provided that previous notice (see p 116) has been given; or, without notice, they can be amended at any regular meeting by vote of the majority of the entire membership. In this context, that's what the word "noticed" means--that advance notice is provided to the membership that this matter will be discussed and acted upon at the meeting.
