Can a Board of Directors have more than one By-Laws/Standing Rules/Parlimantarian Chairperson? If so, why would it be needed?

Your question(s) is (are?) not clear but:

  • Boards do not have their own bylaws; they are defined by the bylaws of the organization.
  • Boards are not usually authorized to establish their own standing rules.
  • It's unlikely that a board would need its own parliamentarian, and certainly not more than one.
  • RONR strongly advises against having "co-chairs".

I don't know about that. Some of the messes we see posted here probably need more than one parliamentarian because all of it dumped on the poor solitary parliamentarian would cause him or her to need a nice long "rest" weaving baskets. :D
