That term never appears anywhere within the 700+ pages of Robert's Rules of Order Newly Revised (RONR, Tenth Edition, 2000).Is there a first and second reading? No.Within Robert's Rules of Order, it is NEVER necessary to have a first and second reading, of ANYTHING.Is there a public hearing process? Within Robert's Rules of Order, there is NEVER a public hearing process.What action does the Board take?Unknown.Boards are powerless, except for those powers granted to the board via one's constitution, bylaws, or other document of governance.Consult your documents of governance to determine if your board has any power whatsoever.
