Is it a simple distribution of proposed changes with a vote 3 meetings down the road? When the proposed changes are distributed, must the changes be read aloud and discussed 3 times or can they be read alud/discussed at the 3rd "reading" and then voted upon? Kim Goldsworthy Posted September 10, 2010 at 05:22 PM Report Share Posted September 10, 2010 at 05:22 PM Q1. What constitutes a "reading" for changes to the constitution/by-laws of an association? Q2. Is it a simple distribution of proposed changes with a vote 3 meetings down the road? Q3. When the proposed changes are distributed, must the changes be read aloud and discussed 3 times, or can they be read aloud/discussed at the 3rd "reading" and then voted upon?Unknown. There is no "reading" reference in Robert's Rules of Order Newly Revised (RONR 10th ed.).If your method of amendment makes use of "readings", then a dictionary's definition of the word would suggest some kind of process where there a separation of some kind between #1, #2, and #3 of the set of all "readings". - E.g., maybe, separate meetings?See RONR's reference for "previous notice." That is the closest thing in The Book that may match your customized procedure. We could describe some popular "interpretations" of your rule as applied in some organizations. But, again, that would NOT be based on The Book, but based on pragmatic concerns, and personal observation.
