Can a nomination come in annomously and read by an officer?

Yes and no.

• It won't be anonymous; the officer will be the person who does the nominating. It is the officer who will recognized by the chair when the floor is open for nominations.

• You cannot nominate by having someone read a document. Documents or letters or e-mails cannot do any nominating.

• When nominations are in order, and when the floor is opened up for nominations, the officer is free to nominate anyone, even if the source is a piece of paper from his pocket, or a furtive whispered suggestion in his ear by a complete stranger. - The source of the name is not a factor.

Nominations by ballot or by mail are acceptable forms of nomination. In the latter case, the detail of whether the nominations are anonymous appears to be up to the organization.
