It is the officer who will recognized by the chair when the floor is open for nominations.• You cannot nominate by having someone read a document. Documents or letters or e-mails cannot do any nominating.• When nominations are in order, and when the floor is opened up for nominations, the officer is free to nominate anyone, even if the source is a piece of paper from his pocket, or a furtive whispered suggestion in his ear by a complete stranger. - The source of the name is not a factor.
