Guest Jason Posted September 13, 2010 at 09:53 PM Report Share Posted September 13, 2010 at 09:53 PM As I understand it, under Robert's Rules the chairman of a committee would not be able to vote in committee proceedings unless his/her vote will affect the outcome of the vote. This is due to the fact that the committee chairman would be the presiding officer of official committee proceedings. 1) is this correct? 2) if so, is it sufficient to simply amend the by-laws stating that each committee chairman should have a vote? In committees, the chairman not only has the right to make and debate motions, but he is usually the most active participant in the discussions and work of the committee....and pp. 470-471 says that the Chair participates fully.
