Yes. Without notice you'll need a two-thirds vote or the affirmative vote of a majority of the (entire) membership.

I'm not sure on this we had a motion to support a grievance that passed by majority vote. At the next monthly meeting a member from the minorty side made a motion to rescind the motion that was adopted wich was then passed by a majority vote. This doesn't need a previous notice?

No, and if it was adopted by the wrong vote (which it looks like it was), it's too late to do anything about it.
