Sometimes they are withdrawn or out of order. It is with understanding the secretary keeps all motions that are made during meeting but what is recorded for the public use?Motions that are passed?Motions that failed?Motions that withdrawn?Motions that out of order?Motions that postponed indefinitely?Motions that are tabled? All of the above except for motions that are withdrawn (RONR pp. 452-453)Edit: There actually are times where some mention of a withdrawn motion should be included in the minutes.
