If the person attends the meeting on their own accord, and is not making up for quorum, if the Committee agrees, is that person allowed to participate in discussions at the Committee meeting and have voting privileges? Thank you.To permit a non-member to debate a pending question, the rules must first be suspended by a two-thirds vote, but the rules may not be suspended to extend to a non-member a privilege to vote.
