Moderator erect committee and appoint

Are there rules or guidelines stating whether or not a moderator can establish a temporary committee for a specific task and appoint or nominate individuals to saerve on said temp. committee?

Only if the bylaws grant such authority or the assembly authorizes the moderator to do so.
